The inauguration of the new project, Strengthening Revenue Generation Capacity of Local Councils in the Eastern Province, was successfully held recently in Batticaloa. This project aims to enhance the financial stability of local councils, especially considering the proposed 2029 fiscal reforms which will particularly the proposed 100% cut in salary reimbursement from the Central Government – proactive measures are being taken to strengthen the financial sustainability of Local Government Authorities (LGAs). Recognising the urgency of this transition, fifteen selected Local Councils in the Eastern Province have embarked on a strategic initiative to enhance their revenue generation capacity and identify sustainable new income sources. A comprehensive analysis of the current revenue situation of these councils was conducted as a foundational step, enabling a targeted and evidence-based approach.
The event featured the participation of the Eastern Province Commissioner of Local Government, along with Chairpersons and Secretaries representing the fifteen local councils selected from the Eastern Province for this project. Support for this initiative is provided by the Commonwealth Local Government Forum (CLGF), together with the European Commission.
